The whole round turns on whether you notice that clearance is categorically different from skill and availability. Skill is a preference and availability is capacity, so both belong in an objective function. Clearance is a legal boundary, and a weighted score that lets a strong skill match outweigh a missing clearance will eventually assign a cleared case to someone who cannot lawfully see it. Candidates who say 'hard constraints filter, soft constraints rank' in the first two minutes have effectively passed. The second thing scored is whether you realize the analysts will learn the routing rules and work them.
