An operator approved a replacement for Calder case C01, then the case changed and the service refused the request. Show what the approval is bound to, why the refusal is correct, and re-review properly.

- Situation
- op.riis approved a replacement for C01 at 07:02. At 07:40 an inspector updated the case with a different serial. At 08:12 the worker sent the approved request and the replacement service answered 409. The operator's message:
I approved it. Why is it refused? - Your role
- You are the FDE who owns the approval binding. You can read approvals, the case record and the service contract, send the request yourself to see the refusal, and ask an operator to re-review through the agent's CLI (
agentctl). Nothing ships until a valid approval exists. - Goal
- Name the case, name why the service refuses, reproduce the refusal against the service, and get the case re-reviewed so the approval is bound to what will actually be sent.
