Twenty deployments need one harness and twenty sets of cases

A per-deployment eval suite works until there are twenty, at which point nobody can say whether a platform change is safe for everyone. Shared harness, shared metrics and per-customer cases lets one change be evaluated against every deployment at once, which is what makes a platform releasable at all.
